By Mail: ID Requirements
To submit a voter registration application by mail in Oregon, you must provide your valid Oregon driver's license, learner's permit, OR state ID number, if you have one. Otherwise, you must instead provide the last four digits of your Social Security number.
If you have not been issued any of these ID numbers, indicate this on the form and submit with your application a copy of ONE of the following: valid photo ID; current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address; proof of eligibility under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) or the Voting Accessibility for the Elderly and Handicapped Act (VAEH)

To register in Oregon you must:
be a United States citizen
be an Oregon resident
be at least 16 years old to register, and 18 years old by Election Day to vote
By Mail: New Voter Instructions
If you are registering to vote for the first time in your county and submit your registration application by mail, federal law requires you to provide a COPY of proof of identification with your application OR show acceptable documentation when you vote. Acceptable forms of identification include a current and valid photo ID OR a current utility bill, bank statement, government check, paycheck, or government document that shows your name and address. Online Instructions
To register online in Oregon, you need to provide ONE of the following: Oregon driver’s license, Oregon permit number, ID card number issued by the Oregon Driver and Motor Vehicle Services Division (DMV), OR the last four digits of your Social Security number with a signature. If you don’t have an Oregon-issued ID or Social Security number, you can still use the online voter registration application to generate a PDF form that you must print, sign, and return to your county elections office by mail or in person.
