By Mail: ID Requirements
To submit a voter registration application by mail in Utah, you must provide your valid Utah driver's license number OR state ID number, if you have one. If you do not have either of these ID numbers, you must instead provide the last four digits of your Social Security number.
If you have not been issued any of these ID numbers, indicate this on the form.
By Mail: Eligibility Requirements
To register in Utah you must:
be a United States citizen (proof of citizenship required to vote in non-federal races)
have resided in Utah for 30 days immediately before the next election
be at least 18 years old on or before the next election (individuals who are 16 and 17 years of age may pre-register to vote; if a 17 year old will be 18 years of age on or before the upcoming general election, they may pre-register and vote in the primary election)
not be convicted of a felony and currently incarcerated
not be convicted of treason or crime against the elective franchise, unless restored to civil rights
currently reside within the voting district or precinct in which you register to vote
By Mail: Citizen Instructions
If you are registering to vote for the first time in Utah, you must include proof of citizenship with your registration application, or you will be registered as a "federal voter." You can also provide documentary proof of citizenship before you vote. If you are designated as a federal voter, you may only vote in elections for president, US senator, and US representative.
In order to vote in all other races, you are required to submit an acceptable form of identification with your registration form or before you vote. Your Utah Driver's license number, state ID card number, or passport can serve as proof of citizenship. You can find a full list of forms of proof of citizenship on the Utah Secretary of State website.
By Mail: New Voter Instructions
If you are registering to vote for the first time in your county and submit your registration application by mail, federal law requires you to provide a COPY of proof of identification with your application OR show acceptable documentation when you vote. Acceptable forms of identification include a current and valid photo ID OR a current utility bill, bank statement, government check, paycheck, or government document that shows your name and address. Online Instructions
To register online in Utah, you are required to provide your valid Utah driver's license number or valid Utah ID number. Your address must also match the address on file with the Utah Driver License Division. If your driver's license address is not current, you must update your address with the Driver License Division before submitting your online voter registration. If you don't have a Utah-issued ID, you can still submit a voter registration application by mail or in person.
